Current status of seagrass beds and blue carbon sink capacity in marine protected areas along the coast of Korea

Abstract


Seagrass meadows provide a wide range of ecosystem services, including maintaining marine biodiversity, protecting coasts, and stabilizing sediment. They are also recognized as important blue carbon ecosystems due to their high productivity and capacity for long-term organic carbon (Corg) sequestration in sediments. This study assessed the distribution of seagrass meadows and blue carbon storage within Korea’s marine protected areas (MPAs) using monitoring data, research reports, and published scientific literature. Seagrasses were identified in 14 of the 39 designated MPAs, with seven of the nine seagrass species reported along the Korean coast recorded within these MPAs. The total seagrass area within MPAs was estimated at 1.33 km2, accounting for less than 2.5% of the total seagrass extent in Korea. Zostera marina occupied the largest proportion of this area (71.2%), whereas Phyllospadix japonicus and P. iwatensis together accounted for only 8.6% of the total area. However, these two species contributed approximately 55% of the total biomass, indicating substantial interspecific differences in area and biomass contributions. The estimated sediment Corg stock to a depth of 1 m was 9,950 Mg C, while the total organic carbon stock, including seagrass biomass carbon, was estimated at 10,108.8 Mg C. However, research on seagrass within Korean MPAs, as well as evaluations of the ecological effectiveness of MPA designation, remains very limited. This study provides a comprehensive assessment of seagrass conservation status and blue carbon storage within Korean MPAs, offering baseline information for future conservation and management strategies.



국내 해양보호구역 내 잘피 현황 및 잠재적인 블루카본 추정

초록


    1. 서 론

    잘피 (seagrass)는 지구상에 분포하는 유일한 해양 현화식물 (marine angiosperm)로서, 다양한 해양생물들에게 산란장, 서식처 및 피난처를 제공함으로써 생물다양성이 높은 생태계를 형성한다 (McHenry et al. 2021;Duarte et al. 2025). 잘피생육지는 해수의 유속 및 파랑에너지를 감소시켜 저질의 안정화, 퇴적물의 재부유 감소 및 해안선 보호에 기여하며, 연안으로 유입되는 질소·인과 같은 영양염류 및 오염물질을 흡수·제거함으로써 우수한 생태계 정화 기능을 수행한다 (Choi et al. 2016;Lee et al. 2019;Contti Neto et al. 2022;Forrester et al. 2024). 또한, 식물화학물질 (phytochemical), 즉 천연 생물살균제 (natural biocide)를 생성하여 인간과 해양생물에 질병을 유발할 수 있는 세균성 병원균을 약 50% 감소시킬 수 있으며, 이매패류에 존재하는 인간 병원성 세균 (human bacterial pathogens)을 약 65% 감소시키는 효과가 보고된 바 있다(Lamb et al. 2017;Dawkins et al. 2024). 이와 함께 잘피는 광합성을 통해 대기 중 이산화탄소를 흡수·저장하는 능력이 뛰어나 지구온난화 완화에 기여하는 대표적인 자연기반해결책 (nature-based solution), 즉 블루카본 생태계 (blue carbon ecosystem)로서 주목받고 있다 (Lovelock and Duarte 2019;Macreadie et al. 2021).

    블루카본 (blue carbon)은 해양생태계, 특히 식생이 있는 연안 생태계 (Vegetated coastal ecosystem, VCE)가 흡수하여 오랫동안 저장된 유기탄소를 의미하며, 맹그로브 (mangrove), 염습지 식생 (saltmarsh plant) 및 잘피는 IPCC 블루카본 공식 흡수원으로 인정받고 있다 (Mcleod et al. 2011;Duarte et al. 2013). 블루카본이라는 개념이 2009년 공식적으로 제시된 이후 관련 연구가 활발히 수행되고 있으며, 최근에는 기후변화 완화 및 적응 전략의 일환으로 많은 국가들이 블루카본 저장량을 국가결정기여(Nationally determined contribution, NDC)에 반영하기 위한 노력을 지속하고 있다 (Hilmi et al. 2021;Sidik et al. 2023;Purushotham and Thompson 2026;Wang and Sha 2026). 잘피생육지는 지구 해양 표면적의 약 0.1%를 차지함에도 불구하고, 연간 48~112 Tg C yr-1의 높은 유기탄소 축적률을 나타내어 해양의 전체 유기탄소 축적량의 약 10~18%를 담당한다 (Mcleod et al. 2011). 잘피는 높은 일차생산성을 기반으로 자생기원의 유기탄소(autochthonous carbon) 뿐만 아니라 외래기원의 유기탄소 (allochthonous carbon)도 효과적으로 포집하여 퇴적물 내에 장기간 축적할 수 있다. 또한 퇴적층 내 혐기성 환경 (anaerobic condition)은 유기물 분해속도를 감소시켜 높은 유기탄소 저장 효율을 유지하게하는 중요한 요인이다 (Kennedy et al. 2010;Duarte et al. 2013;Oreska et al. 2018).

    이와 같이 높은 생태학적·경제학적·사회학적 가치에도 불구하고, 잘피생육지는 지구상에서 가장 위협받는 생태계이다 (Orth et al. 2006;Unsworth et al. 2018). 전 세계 잘피생육지의 약 30%가 이미 훼손된 것으로 보고되었으며, 1980년대 이후 연간 110 km2가 사라진다고 추정되었다 (Waycott et al. 2009;Dunic et al. 2021). 우리나라에서도 1970년대 이후 급격한 산업화와 연안개발의 영향으로 전체 잘피생육지의 70% 이상이 훼손되거나 소실되었다고 추정된다 (Lee et al. 2018). 국내에서 감소하고 있는 잘피생육지를 보전하기 위하여 2007년 “해양생태계의 보전 및 관리에 관한 법률 (약칭: 해양생태계법)”을 시행하여 6종의 잘피를 해양보호생물 (marine protected species)로 지정하여 관리하고 있다 (Table 1). 세계자연보전연맹 (International Union for Conservation of Nature, IUCN)의 적색목록 (Red List)에는 전 세계 15 종의 잘피가 멸종위기 범주[Threatened categories: 위급(Critically Endangered, CR), 위기 (Endangered, EN), 취약 (Vulnerable, VU)] 및 위기 근접 (Near Threatened, NT) 종으로 포함되어 있으며, 국내 연안에는 6종의 잘피가 EN, VU 및 NT에 포함되어 있다 (Short et al. 2011; Table 1).

    해양보호구역 (Marine Protected Areas, MPAs)은 해양생태계의 생물다양성과 서식환경을 보전하기 위한 대표적인 공간 기반 보전 수단이다 (Sala and Giakoumi 2018). 연안개발, 해양오염, 기후변화 및 인간 활동의 증가로 해양생태계 훼손이 심화됨에 따라 국제사회는 생태적으로 중요하거나 취약한 해역을 보호구역으로 지정하여 체계적으로 관리하고 있으며, 우리나라 역시 “해양생태계의 보전 및 관리에 관한 법률” 등을 기반으로 해양보호구역 제도를 운영하고 있다. 해양보호구역은 단순한 규제 구역의 의미를 넘어 해양생물의 서식처 보전, 생태계 서비스 유지, 수산자원 회복 및 탄소흡수 기능 증대를 기대하고 있다 (Sala et al. 2021). 최근에는 기후변화 대응 전략의 일환으로 블루카본 생태계 보전의 중요성이 부각되면서, 잘피와 같은 연안 식생 생태계를 효과적으로 보호·관리할 수 있는 해양보호구역의 역할이 더욱 강조되고 있다 (Rifai et al. 2022).

    전 세계 약 60~70여 종의 잘피 중에서 국내 연안에는 총 9종의 잘피가 조간대부터 수심 약 25 m까지 연성 저질 및 암반에 분포하고 있다 (Lee et al. 2018;Park et al. 2020;Kim et al. 2022a). 이번 연구에서는 국내 해양보호구역을 대상으로 잘피생육지의 분포 현황을 조사하고, 이를 기반으로 블루카본 저장 잠재량을 산정하고자 하였다. 이를 위해 해양보호구역 경계자료와 기존 해양생태계 조사자료 및 문헌자료를 활용하여 보호구역 내 잘피생육지의 공간적 분포 특성을 분석하였으며, 주요 잘피종의 생육면적을 정량화하였다. 또한 선행연구에서 제시된 단위면적당 유기탄소 저장량을 적용하여 국내 해양보호구역 내 잘피생태계의 블루카본 저장량을 추정하였다. 마지막으로 국내 잘피 관련 연구문헌의 현황 및 주제를 텍스트마이닝 기법으로 분석하여 정책수립을 지원하기 위해 필요한 연구방향을 제안하였다. 이번 연구는 해양보호구역 내 잘피생태계의 보전 가치를 탄소 흡수 기능 측면에서 평가함으로써, 향후 해양보호구역 관리 및 블루카본 기반 기후변화 대응 정책 수립을 위한 기초자료를 제공하는 데 목적이 있다.

    2. 재료 및 방법

    2.1. 해양보호구역 현황 및 연구자료 수집

    국내 해양보호구역의 공간분포 및 지정 현황 자료는 해양환경정보포털 (Marine Environment Information Portal, MEIS; www.meis.go.kr)에서 제공하는 공간정보 및 행정자료를 활용하였다. 국내 해양보호구역 내 잘피생육지의 분포 현황을 파악하기 위해 해양수산부 산하 기관에서 발간된 정부간행물, 국가 해양생태계 종합조사 자료, 국가연구개발사업 (R&D) 연구보고서 및 국내·외 학술지에 게재된 peer-reviewed 논문을 수집·검토하였다. 해양보호구역 경계자료 및 수집된 잘피의 분포현황을 대조하여, 국내에 지정된 해양보호구역 내 분포하는 잘피의 종조성, 분포 면적, 생육밀도 및 생체량 자료를 추출하였다. 국가 해양생태계 종합조사 자료의 경우 2년 주기로 발간되는 점을 고려하여, 가장 최신 버전에 수록된 자료를 우선적으로 활용하였다.

    2.2. 블루카본 저장량 산정

    해양보호구역 내 잘피생육지의 블루카본 저장량은 이번 연구에서 수집된 잘피 분포 면적 및 기존 선행연구에서 제시된 단위면적당 탄소 저장 값을 적용하여 산정하였다. Kim et al. (2022b)의 연구는 다양한 퇴적물 성상(mud content: 4.8~94.1%)의 특성을 나타내는 9개소 잘피생육지에서 유기탄소 저장량 (Corg stock)을 산정하였으며, 해양보호구역 내 역시 다양한 퇴적물 특성을 보였다. 따라서, 사질 (Sand, S), 니질사 (Muddy sand, mS), 사질니(Sandy mud, sM), 니질 (Mud, M)의 값을 각각 적용하였으며, Genus Phyllospadix의 경우 암반에 분포하기 때문에 퇴적물의 유기탄소 저장량은 산정하지 않았다. 잘피 조직 내 유기탄소 함량의 경우 평균값인 36.6%를 적용하였다(Kim et al. 2022b).

    2.3. 국내 잘피 학술논문 분석

    한국 연안에서 진행된 잘피 관련 학술문헌을 수집하기 위해 국내·외 주요 학술 데이터베이스를 이용해 논문 서지정보와 초록 데이터를 수집하였다. 국내 문헌은 RISS (Research Information Sharing Services; https://www.riss.kr), 국외 문헌은 WOS (Web of Science; http://clarivate.com) 플랫폼을 활용하였다. 검색어는 잘피를 지칭하는 일반 명사 및 대표적인 속 명칭을 지역명과 혼용하여, “seagrass”, “잘피”, “Zostera”, “Phyllospadix”, “Ruppia”, “Halophila”를 “Korea”와 교차 조합하여 검색을 수행하였다. 수집된 문헌은 체계적 문헌 고찰 가이드라인인 PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses; PRISMA (2026)) 양식을 따라 검토 및 정제하였다. 1차 검색 결과, RISS에서 569건, WOS에서 406건의 문헌이 검색되었다. 1차로 중복된 연구를 제거한 결과 481건의 논문이 확인되었고, 이후 각 데이터베이스에서 논문의 출판물 유형 (학술논문 여부)과 연구 주제의 적합성을 2명의 연구자가 독립적으로 평가하여 추출한 결과, 최종적으로 273건의 문헌을 텍스트 마이닝 분석에 사용하였다.

    수집된 논문들의 주요 연구 동향 및 주제별 관계를 분석하기 위해, 논문의 제목과 영문 초록 텍스트를 바탕으로 주요 단어를 추출하고 단어의 동시 출현 네트워크 (word co-occurrence network)를 분석하였다 (Kim et al. 2025). 먼저 각 논문의 초록 텍스트에서 단어를 추출한 뒤, 연구 내용과 직접적인 관련이 없거나 검색어에 연관되어 반복적으로 출현하는 단어들을 사전 정의된 불용어 목록과 대조하여 1차 삭제하였다. 문맥상 변경된 단어들은 원형으로 수정하여 의미 있는 단어로 정제된 말뭉치 (corpus)를 생성하였다. 동일 논문 내에서 두 단어가 함께 출현하는 빈도를 계산해 네트워크의 엣지 (edge) 데이터와 가중치를 생성하고, 각 단어의 출현 빈도를 계산해 최소 10회 이상 출현한 핵심 단어들만 노드 데이터로 구성하였다. 데이터 전처리 및 분석 과정은 R 언어 환경 (R Core Team)에서 tidyverse, tidytext, widyr, textstem 패키지를 활용하여 수행되었으며, 최종적으로 도출된 단어 간 관계 데이터는 Gephi (ver. 0.11.2; Gephi Consortium)를 사용해 단어 간의 연관성 및 군집 구조를 분석하고 그래프로 시각화하였다.

    3. 결 과

    3.1. 해양보호구역 내 잘피 특성

    우리나라 연안의 해양보호구역은 4개의 카테고리로 나눌 수 있으며, 2026년 1월 기준으로 습지보호구역 (18개소), 해양생태계보호구역 (17개소), 해양생물보호구역 (3개소) 및 해양경관보호구역 (1개소)으로 총 39개소의 해양보호구역이 지정되어 있다. 이 중에서 해양생물보호구역 1개소, 해양생태계보호구역 10개소, 습지보호구역 3개소에 잘피가 분포하고 있음을 확인하였다 (36%; Table 2, Fig. 1). 출현 종은 거머리말 (Zostera marina, 10개소), 애기거머리말 (Z. japonica, 2개소), 수거머리말 (Z. caulescens, 4 개소), 포기거머리말 (Z. caespitosa, 3개소), 왕거머리말 (Z. asiatica, 1개소), 게바다말 (Phyllospadix japonicus, 4개소), 새우말 (P. iwatensis, 1개소)로 국내 연안 총 9종의 잘피 중에서 7종이 해양보호구역 내에 분포하였다 (Table 2, Fig. 1).

    해양보호구역 내 분포하는 잘피생육지의 총 면적은 1.33 km2로 확인되었고, 그 중에서 거머리말이 가장 넓은 분포 면적 (0.94 km2; 71.2%)을 차지하였다 (Fig. 2A, B). 그 다음으로 왕거머리말 (0.13 km2; 9.8%), 게바다말(0.11 km2; 8.33%), 수거머리말 (0.09 km2; 6.80%)의 순으로 확인되었다 (Fig. 2A, B). 잘피의 전체 생체량은 분포 면적 (km2)과 단위 면적당 생체량 (g DW m-2)을 통해 계산하였다. 해양보호구역 내 잘피의 총 생체량은 433.5 Mg으로 확인되었고, 그 중에서 게바다말 (54.4%)과 거머리말 (43.1%)의 생체량 비율이 가장 높게 나타났다 (Fig. 2C, D). 나머지 5종의 잘피는 전체 생체량 대비 1.3% 미만인 것으로 확인되었다 (Fig. 2C, D).

    해양보호구역 내 잘피 생체량은 29~2,495 g DW m-2의 범위를 보였으며, 중간값은 254 g DW m-2였다 (Fig. 3). 생육밀도는 78~8,233 shoots m-2의 범위를 보였으며, 중간값은 231 shoots m-2였다 (Fig. 3). 잘피의 생체량 및 생육밀도는 새우말속 잘피종이 비교적 높은 값을 보였다(Table 2).

    3.2. 해양보호구역 내 잘피기반 블루카본 산정

    암반에 생육하고 있는 새우말속 분포 면적을 제외하고, 국내 해양보호구역 내 잘피생육지의 퇴적물 1 m 기준 유기탄소 저장량은 총 9,950 Mg으로 평가되었다 (Fig. 4). 이 중에서 잘피 분포 면적이 가장 넓은 고흥 갯벌에서 가장 높은 유기탄소 저장량 (47.6%)을 나타내었으며, 대이작도 (19.3%), 여수 갯벌 (10.1%), 조도 (7.8%), 선촌마을(7.7%) 순으로 확인되었다 (Fig. 4). 잘피 조직 내 유기탄소 저장량은 거머리말속이 71.5 Mg, 새우말속이 87.2 Mg으로 총 158.7 Mg이 확인되었다. 국내 해양보호구역 내 잘피생육지의 퇴적물과 총 유기탄소 저장량 (퇴적물+잘피)은 10,108.8 Mg으로 평가되었으며, 대부분 퇴적물에 저장되어 있음을 확인하였다 (Fig. 4).

    3.3. 국내 잘피 연구 주제

    국내 잘피 관련 연구 논문의 연도별 출판 추이를 분석한 결과, 지난 40여 년간 연구 규모가 비약적으로 성장했음을 확인하였다 (Fig. 5A). 1980년대부터 1990년대 초반까지는 5년 단위 출판 수가 1~3편으로 국내 잘피 연구가 초기 탐색 단계에 머물러 있었던 것으로 보이나, 1990년대 후반 (1995~1999년, 10편)을 기점으로 2005년 이후 5년 단위 약 50여 편 수준의 연구논문이 발표되었다.

    국내 잘피 관련 연구 논문 내 주요 키워드 동시 출현 네트워크를 분석한 결과, 전체 연구 주제는 포함된 키워드의 비중 및 연관성에 따라 크게 5개의 그룹으로 분류되었다 (Fig. 5B). 가장 높은 노드 비중 (42.3%)을 차지한 G1그룹은 연안 (coastal), 서식처 (habitat), 생태계 (ecosystem), 모니터링 (monitor) 등의 주요 키워드를 포함하였다. G2그룹은 전체 노드의 약 33.0%를 차지하였으며, 핵심키워드는 분포 (distribution), 서식지 (habitat), 구역 (zone), 조간대 (intetidial), 수심 (depth) 등 국내 잘피의 분포와 서식지 특성을 조사한 연구 주제어들로 구성되었다. 전체 노드의 약 16.2%를 차지한 G3그룹은 잘피의 시공간적 생장 동태 및 주요 환경요인에 대한 반응을 연구한 생물량 (biomass), 개체특성 (shoot), 밀도 (density), 생장(growth), 생산성 (productivity) 등의 주제어들이 다수 포함되었다. 특히, 수온, 영양염, 저질 등 환경요인의 계절적 변동이 잘피의 생육밀도, 지상부·지하부 생체량 및 생산성의 변화에 미치는 영향을 조사한 연구논문들의 핵심 주제어들을 확인할 수 있었으며, 해당 주제어들은 네트워크 내에서 높은 연결차수 (degree)로 다른 주제어들과 연결되었다. G4그룹은 잘피군락에 서식하는 다양한 해양생물의 종조성이나 군집구조에 연관된 주제로 구분되었다(6.3%). 마지막으로, 전체 노드의 약 2.2%의 비중을 차지한 G5그룹은 잘피의 생식 특성에 연관된 주제어들로 구성되며, 종자 (seed), 개화 (flowering), 계절학 (phenology) 등이 주요 단어로 확인되었다.

    4. 고 찰

    4.1. 해양보호구역 내 잘피 특성

    국내 연안에는 총 9종의 잘피가 생육하고 있으며, 분포 면적의 약 90%가 거머리말로 가장 우점하고 있는 잘피종이다 (Lee et al. 2018). 이번 연구에서 해양보호구역 내 전체 잘피 면적 중에서 약 71.2%가 거머리말로 확인되었다. 그 다음으로 왕거머리말이 해양보호구역 내 잘피 면적의 약 9.8%로 확인되었다. 이번 문헌 조사를 통해서 획득한 동해안 왕거머리말의 전체 면적은 약 363,523 m2이며, 이 중에서 약 35.8%가 해양보호구역으로 지정되어 있다. 왕거머리말은 우리나라 동해안과 일본 북부의 일부 해역에만 분포하며, 러시아 동쪽, 중국 발해만 및 미국 캘리포니아 연안에서 작은 면적이 일부 보고되었다 (Nakaoka and Aioi 2001;Green and Short 2003;Talbot et al. 2006;Park et al. 2016). 일반적으로 거머리말속 잘피종들은 상대적으로 유속이 느린 내만 해역, 석호 또는 항구 내에 생육하지만, 국내의 왕거머리말은 파랑에너지가 높은 동해안 개방 해역 (open sea)의 비교적 깊은 수심 (8~15 m)에만 분포하고 있다 (Park et al. 2016;Kim et al. 2020). 이러한 제한적인 분포뿐만 아니라 생육지 면적이 현저하게 감소하고 있어 종 전체 면적 대비 높은 면적이 해양보호구역으로 지정되어 있으며, 세심한 주의를 기울일 필요가 있다.

    국내 연안의 우점 잘피종은 거머리말이지만, 동해안에서는 새우말속 (Genus Phyllospadix) 잘피종 (게바다말, 새우말)들이 가장 우점하고 있다 (KOEM 2021). 대부분의 잘피는 연성저질에 생육하지만 새우말속 잘피종들은 조류 및 파랑에너지가 강한 암반에 부착하여 생육하는 것이 특징이다. 새우말속 잘피종들은 지하경의 마디 사이가 짧아 각 개체가 조밀하게 발달하여 다발형 (bundle) 형태의 군락을 형성하기 때문에, 단위면적당 생체량 및 생산성이 잘피종 중에서 매우 높은 수준에 속한다 (Duarte and Chiscano 1999;Strydom et al. 2023). 이번 연구에서 게바다말과 새우말은 해양보호구역 내 잘피 면적의 약 8.6%로 확인되었지만, 이들 생체량은 55%로 면적 대비 높은 생체량 비율을 보였다.

    4.2. 국내 해양보호구역 지정 현황 및 향후 과제

    국내 연안의 해양보호구역은 2001년 처음 무안 갯벌을 습지보호지역으로 지정하면서 해양보호구역 개념을 도입한 이래 2026년 1월 기준 총 39개소 해양보호구역(3,127.722 km2)이 지정되었다. 국내에서 해양보호구역의 지정 요건으로는 크게 일곱 가지를 제시하고 있으며(해양생태계의 보전 및 관리에 관한 법률 제25조), IUCN의 여섯 가지 해양보호구역 지정요건과 거의 유사하다. 해양보호구역의 다양한 지정 근거 중에서 해양보호생물인 잘피가 주된 근거로 지정된 해양보호구역은 제주 추자도 (2015), 제주 토끼섬 (2016), 가로림만 (2016), 양양 조도(2017), 통영 선촌마을 (2020), 울진 나곡리 (2022), 포항 호미곶 (2024; 확대 지정)으로 비교적 최근에 해양보호구역으로지정되었다 Biological Diversity, CBD) 당사국 총회에서 전지구적 생물다양성 전략목표인 쿤밍-몬트리올 글로벌 생물다양성 프레임워크 (Kunming-Montreal Global Biodiversity Framework, KM-GBF)를 채택하였다. KM-GBF는 2050년까지 ‘living in harmony with nature’라는 비전 성취를 위해 2030년까지 23개의 실천목표 (action target)를 제시하고 있다. 이 중에서 실천목표 1~3은 다음과 같은 정략적인 목표를 제시하고 있다. 2030년까지 생물다양성 중요 지역의 손실을 제로 수준으로 줄이며 (near-zero loss), 훼손된 생태계의 30%를 복원, 지구상의 육상 및 해양 면적의 30% 이상을 해양보호구역 및 자연공존지역 (Other Effective Area-based Conservation Measure, OECM)으로 확대할 것을 요구하고 있다.

    블루카본 생태계 중 잘피생육지는 연간 면적 감소율이 가장 높고 훼손된 면적 또한 가장 넓어, 가장 위협받는 생태계 중 하나로 평가되고 있다 (Fu et al. 2024). 전 세계 잘피생육지의 총 면적은 약 227,377~266,532 km2로 추정되며, 이 중 약 23.9%가 해양보호구역으로 지정되어 있지만, 연간 1~2%의 속도로 감소되고 있는 실정이다 (McKenzie et al. 2020;Dunic et al. 2021;Gallagher et al. 2022). KM-GBF의 정량적 목표를 잘피생육지에 적용할 경우, 2030년까지 near-zero loss에 도달하기 위해 연간 약 3,068~3,597 km2의 소실을 감소시켜야하며, 이미 훼손된 약 90,601~106,215 km2의 잘피생육지를 복원시켜야하며, 약 6.1%의 잘피생육지가 추가로 해양보호구역으로 지정되어야 한다 (Fu et al. 2024). 국내 잘피생육지 면적을 55~70 km2로 추정했을 때 (Lee and Lee 2003), 면적의 약 2.5% 미만이 해양보호구역으로 지정되어 있다. 또한 국내 잘피생육지의 소실률은 약 70%로 추정되어, 전 세계 소실률 (약 30%)보다 현저히 높은 수준을 나타내고 있다 (Lee et al. 2018;Dunic et al. 2021). 따라서 KM-GBF의 정량적 목표를 달성하기 위하여 전 세계 평균보다 높은 수준의 잘피생육지 복원 및 보호 노력이 요구될 것으로 판단된다.

    우리나라의 해양보호구역 지정 면적은 전체 해양관할권 대비 약 1.8% 수준으로, OECD 국가 평균 및 주요 선진국과 비교할 때 매우 낮은 수준에 머물러 있다 (Jang et al. 2022). Jang et al. (2022)은 일부 OECD 국가에서 2010년대 이후 해양보호구역 지정 비율이 급격히 증가한 배경 중 하나로 대규모 해양보호구역 (Large-scale marine protected area, LSMPA)의 지정을 제시하였다. LSMPA의 정의는 국제적으로 합의되어 있지 않으나, 기존 연구에서는 대체로 30,000 또는 100,000 km2 이상의 해양보호구역을 LSMPA로 간주해 왔다 (Leenhardt et al. 2013;Davies et al. 2017). 우리나라의 경우 1,000 km2 이상의 해양보호구역을 대규모 해양보호구역으로 구분하고 있으며, 2025년 4월 지정된 관탈도 주변해역 해양보호구역은 전체면적 1,075.08 km2의 국내 첫 대규모 해양보호구역 사례로 소개되고 있다. 그러나 우리나라의 연근해는 어업, 양식, 항만 등 다양한 해양 이용이 집중되는 공간이며, 육지해안선의 51.4%, 도서해안선의 15.3%가 인공해안선이고, 바닷가 면적의 약 56%에서 토지적 또는 수면적 이용이 이루어지고 있다는 점에서 이용 강도가 높은 특징을 가지고 있다. 따라서 국제적 LSMPA 기준을 국내 연안에 그대로 적용하는 데에는 현실적 제약이 크게 작용할 수 있다. 특히 연안 해역에서 대규모 보호구역을 지정할 경우 어업인, 지역사회 및 공유수면 이용자와의 이해관계 조정이 필수적이며, 지정 이후에도 완전한 보호 또는 높은 강도의 보호수준을 적용하는 데 한계가 있을 수 있다 (Grorud-Colvert et al. 2021). 따라서 국내 해양보호구역 정책은 먼바다 무인도서지역을 중심으로 대규모 면적 확대 전략과 함께, 잘피와 같이 생물다양성 유지, 서식처 제공, 탄소 저장 등 복합적인 생태적 기능을 갖춘 핵심 서식지를 대상으로 한 정밀한 보호전략으로 보완될 필요가 있다.

    지난 40여 년간 국내 잘피 관련 연구는 연안 서식지 분포, 환경요인에 따른 생장 및 생리적 특성, 잘피생태계의 군집구조, 생식 특성, 복원-모니터링 기술 등 다양한 연구주제가 진행된 것을 확인하였다. 연구주제 분포가 가장 넓었던 모니터링 및 보전주제 그룹 (G1)은 하위 구성단어로 복원 (restoration), 이식 (transplant), 보전 (conservation), 방법 (method), 탄소 (carbon) 등을 포함하고 있어 국내 잘피생육지를 모니터링하고 복원방법을 평가하거나 탄소량 추정에 연관된 핵심어들이 확인되었으나 실제 논문에서 보호지역의 효과나 관리에 대한 정량적인 결과를 제시한 경우는 제한적이었다. 국내 연안의 우점 잘피종인 거머리말은 지속적인 수온 상승과 여름철 이상고수온 현상으로 인해 생장 저해 및 생육지 감소가 보고되고 있다 (Qin et al. 2020;Kim et al. 2024). 또한 남해 해역 조간대에서는 쏙 (Upogebia major)에 의한 생물교란 및 제주 연안에서는 해저지하수유출 (submarine groundwater discharge)에 따른 영양염 공급 증가로 녹조류의 대발생을 유발하여 잘피의 생장을 저해할 수 있다 (Park et al. 2022;Seo and Lee 2025;Zuo et al. 2025). 이와 같이 잘피생육지는 다양한 물리적·생물학적 스트레스 요인에 영향을 받으며, 효과적인 보전 및 관리를 위해서는 지역별로 작용하는 주요 스트레스 요인을 규명하고 이에 대한 대응 방안을 마련할 필요가 있다. 뿐만 아니라 국내 잘피생태계의 해양보호구역 및 자연공존지역 지정 확대를 위해서는 보호지역 지정을 과학적으로 뒷받침하고 적응적 관리에 활용할 수 있도록 정량적인 가치평가 연구가 더욱 확대되어야 할 것으로 사료된다.

    5. 결 론

    이번 연구는 국가 차원에서 수행되고 있는 모니터링 자료, R&D 과제 보고서 및 국내 학술연구 문헌정보를 종합적으로 수집·분석하여 국내 연안 해양보호구역 내 잘피생육지의 분포 현황을 파악하였다. 현재 우리나라의 해양보호구역은 전체 면적 대비 약 2% 미만이며, 잘피생육지 전체 면적 대비 약 2.5% 미만이 해양보호구역으로 지정되어 있는 것으로 나타났다. 제주 추자도의 사례에서 해양보호구역 지정 이후 4년 만에 잘피생육지 면적이 약 3배 증가한 것으로 나타났으며 (Kim 2023), 이는 해양보호구역 지정이 잘피를 효과적으로 보호하고 관리할 수 있는 공간 기반 보전수단으로 기능할 수 있음을 시사한다. 비록 각 문헌자료별 조사 시기와 조사 방법의 차이로 인해 현재의 실제 분포 현황을 완전히 반영하지 못할 가능성이 존재하지만, 국내 연안 전역의 잘피생육지 정보를 종합적으로 정리·분석함으로써 향후 효율적인 보전 및 관리방안 수립을 위한 기초자료를 제공할 수 있을 것으로 판단한다. 또한 잘피생육지가 제공하는 다양한 생태계서비스 가운데 온실가스 저감 기능을 정량적으로 평가함으로써, 향후 자연 기반 해결책으로서 잘피생육지의 중요성과 공공적 가치에 대한 사회적 인식을 제고하는 데 기여할 수 있을 것으로 기대된다.

    적 요

    잘피생육지는 생물다양성 유지, 연안 및 저질 안정화 등 다양한 생태계서비스를 제공하며, 높은 생산성과 퇴적물 내 유기탄소 축적 능력을 바탕으로 기후변화 완화에 기여할 수 있는 대표적인 블루카본 생태계이다. 이번 연구는 모니터링·연구·학술문헌 자료를 토대로 국내 해양보호구역 내 잘피생육지의 분포 현황과 블루카본 저장량을 평가하고자 하였다. 국내 39개 해양보호구역 중 14개소에서 잘피가 분포하였으며, 국내 연안에 분포하는 9종 중 7종이 해양보호구역 내에서 확인되었다. 해양보호구역 내 잘피생육지의 총 면적은 1.33 km2로, 전체 면적 대비 약 2.5% 수준에 불과하였다. 거머리말은 가장 넓은 면적 (71.2%)을 차지하였고, 게바다말과 새우말의 경우 전체 면적의 약 8.6%에 불과하였으나, 전체 생체량의 약 55%를 차지하여, 종에 따라 면적과 생체량 기여도가 크게 달라지는 것으로 나타났다. 국내 연안 잘피생육지 전체 면적 퇴적물 1 m 기준 유기탄소 저장량은 9,950 Mg이었고, 잘피 조직 내 유기탄소 저장량을 포함한 총 유기탄소 저장량은 10,108.8 Mg으로 산정되었다. 하지만, 국내에서 해양보호구역 내 잘피 특성에 관한 연구뿐만 아니라, 해양보호구역 지정에 따른 생태학적 보호 효과를 정량적으로 평가한 연구는 거의 없는 실정이다. 이번 연구는 국내 연안의 잘피 보전 현황을 종합적으로 제시함으로써, 향후 효율적인 보전·관리 방안 수립을 위한 기초자료를 제공할 수 있을 것으로 판단된다. 또한 잘피생육지가 제공하는 공편익 중 하나인 온실가스 저감 효과를 정량적으로 평가함으로써, 자연기반해법으로서 잘피생육지의 중요성에 대한 공공 인식 제고에 기여할 수 있을 것으로 기대된다.
